Can you replace the bulbs if they fail?

The bulbs are not replaceable on this item.

Can you charge the batteries, aside from through solar panel?

They are AA rechargable battery, so they can be placed in an appropriate batteyr charger if need be. Please do check that he charger is capable of charging those batteries and it is compatible.
